Acrobat’s edit tools sit behind a subscription, and most PDF problems don’t need everything it offers anyway — you need a page gone, a scan rotated the right way up, a document renumbered, or a couple of pages reordered. None of that requires installed software or a paid plan.
A PDF is a fixed, page-shaped format, not reflowable text — so “editing” one almost always means working at the page level rather than rewriting sentences: removing a page, duplicating one, inserting a blank page, reordering pages, rotating or cropping one, or numbering the whole document. That covers the overwhelming majority of real PDF edit requests, and none of it needs a desktop app.
